Social Security Tribunal of Canada

The Social Security Tribunal’s use of AI

Purpose

This policy explains the Social Security Tribunal (SST)’s approach to using artificial intelligence (AI).

For information about how parties can use AI, read our practice direction on Using artificial intelligence in appeals at the Social Security Tribunal.

What is AI?

AI is information technology that performs tasks normally done by humans, like creating, learning, and problem-solving. AI does this by using algorithms to process huge amounts of data. It then identifies patterns and generates human-like responses based on that data.

SST members don’t use AI to make decisions

SST members don’t use AI to make their decisions. This means they don’t use AI to:

  • analyze evidence
  • explore facts or issues
  • decide a case
  • write decisions

SST members are independent decision-makers. They make their decisions based on their own analysis of the facts and the law.

What the SST uses AI for

The SST is currently using products that use AI to:

  • provide closed captioning during videoconference hearings on request
  • edit or proofread documents and decisions that have been written by staff or members
  • assist editors in translating completed decisions for publication
  • create informal hearing transcripts that members can review alongside the recording.

The SST may consider future ways to use AI that would support the appeal process. For example, we’re committed to promoting access to justice and will look at using AI tools where suitable. The SST will review any future use of AI to make sure it follows the law, is ethical, and that we’re transparent and accountable in its use.

The Administrative Tribunals Support Service of Canada (ATSSC) staff provide support services to the SST. To find out how they use AI, visit the ATSSC’s Artificial Intelligence Transformation Strategy opens a new window.

Training and capacity building

SST members and staff get training on the capabilities, limitations, and ethical use of AI as part of their ongoing professional development.
